Key takeaways

  1. Twilio charges $0.005 for every WhatsApp message, sent or received, and passes Meta's per-message fee through on top, according to its pricing page read on November 6, 2026.
  2. A marketing message costs $0.0685 to the UK ($0.005 + Meta's $0.0635) and $0.0909 to France, while a utility message costs $0.027 to the UK and $0.0084 to the US.
  3. Since October 1, 2026, Meta bills service replies at the utility rate after 1,000 free ones per phone number each month, and Twilio's $0.005 applies to every reply and every inbound message.
  4. For a Shopify store, the bigger cost is often the build: Twilio sells API access. Kanal, a WhatsApp app for Shopify used by 500+ brands, starts at €89 a month with no per-message fee and Meta's fees passed through at cost.

Twilio charges $0.005 for every WhatsApp message, sent or received, and adds Meta's per-message fee on top, according to Twilio's WhatsApp pricing page read on November 6, 2026. Meta's fee depends on the message category and the recipient's country: on Meta's rate card effective October 1, 2026, a marketing message to a UK number costs $0.0635, so the same message costs $0.0685 through Twilio.

This guide breaks down both layers, with the rates for the markets online stores sell to most, the fees that come on top, and a worked monthly example. It ends with the question a Shopify merchant should ask before opening a Twilio account: Twilio sells API access, so who builds the campaigns, the cart reminders and the inbox? Kanal, our WhatsApp app for Shopify, answers that with a monthly plan and no per-message fee.

How much does Twilio charge for WhatsApp?

Twilio's price has two parts: its own message handling fee, the same everywhere, and Meta's fee, which Twilio passes through.

The page's FAQ puts it in one sentence: Twilio "charges $0.005 per message inbound or outbound, while Meta fees vary by message category and destination country". Two consequences follow. A customer's reply costs you $0.005 even though Meta does not charge for messages users send to businesses. And Twilio's share is fixed per message, so it weighs most on cheap messages: on a US utility message, $0.005 is more than Meta's own $0.0034.

What does Meta charge on top of Twilio's fee?

Meta bills each delivered message by category (marketing, utility, authentication, service) and by the country calling code of the recipient. Twilio's calculator and its downloadable price list show the same Meta rates as Meta's USD rate card effective October 1, 2026. The total per message with Twilio is Meta's rate plus $0.005:

"With Twilio" columns are computed. Authentication costs the utility rate in these markets, and a service message costs the utility rate too.

The Twilio calculator shows the arithmetic for one market. Set to France with 5,000 marketing messages, it returns $429.50 in Meta fees and $25.00 in Twilio fees, $454.50 for the month:

Meta changes rates only on the first day of a quarter, with at least one month of notice for a rate card update, according to its pricing documentation. Utility and authentication rates also fall with monthly volume (Meta publishes the volume tiers next to each rate card). Our WhatsApp Business pricing guide covers the full rate card and how the categories work.

Can you send WhatsApp marketing to US customers through Twilio?

No. Meta's per-user marketing limits page states that WhatsApp does not currently deliver marketing template messages to users with US phone numbers (a +1 dialing code and a US area code), and that trying to send one results in an error. Twilio's calculator reflects it: set to the United States, it shows "Marketing Template (Not available for this region)".

What still works for US customers is everything else: order confirmations and shipping updates as utility templates, one-time passcodes, and replies inside the 24-hour window, each at $0.0034 in Meta fees plus $0.005 on Twilio, so $0.0084 per message. Our guide to WhatsApp marketing in the USA covers what a store can still do there.

How are replies and service messages billed?

A customer service window opens for 24 hours each time a customer writes to you. Inside it, you can answer with free-form messages, which Meta calls service messages. Three rules apply since October 1, 2026, per Meta's pricing documentation:

  • Service messages are billed again. Meta charges them per message, at the utility rate of the recipient's country.
  • The first 1,000 are free. Each business phone number gets 1,000 free service messages per month. They do not roll over, and Meta charges from the 1,001st.
  • Utility templates sent inside the window are billed too. They had been free since July 1, 2025.

Twilio's fee does not follow Meta's free tier: its $0.005 applies to each of those 1,000 replies, and to each message the customer sends you. One detail to watch: on November 6, 2026, Twilio's calculator still described utility messages inside the window as "no charge", while Meta's documentation says it resumed charging for them on October 1, 2026. Budget them at the utility rate.

What other fees can appear on a Twilio WhatsApp bill?

From the same Twilio pricing page:

  • Failed messages: $0.001 per message that ends in a Failed status.
  • Messaging Engagement Suite (optional add-on): link shortening, click tracking and message scheduling at $0.015 per message, with the first 1,000 free each month.
  • WhatsApp Business Calling: $0.005 per minute on Twilio, inbound or outbound, plus Meta's connectivity fee for outbound calls ($0.0121 per minute to the US and Canada).
  • Authentication-international rates: in some markets, Meta bills authentication messages at a higher international rate, which Twilio passes through.

The pricing page does not list a monthly fee for a WhatsApp sender. Twilio's self sign-up guide says you can register either a Twilio phone number or a number you already own, as long as it is not registered with WhatsApp and can receive an SMS or a call. A Twilio number has its own price on Twilio's phone number pricing.

What does Twilio WhatsApp cost for a real store?

A fictional store sells in the UK. In one month it sends a promotion to 5,000 opted-in customers, 2,000 order and shipping updates, receives 1,500 messages from customers and sends them 2,500 replies. Priced with the rates above:

MessagesCountMeta feeTwilio feeTotal
Marketing campaign5,0005,000 × $0.0635 = $317.505,000 × $0.005 = $25.00$342.50
Order and shipping updates (utility)2,0002,000 × $0.022 = $44.00$10.00$54.00
Customer messages received1,500$0$7.50$7.50
Replies (service)2,5001,000 free, then 1,500 × $0.022 = $33.00$12.50$45.50
Month11,000$394.50$55.00$449.50

Computed from Meta's USD rate card effective October 1, 2026 and Twilio's pricing page, read on November 6, 2026. Fictional store.

Twilio's share is $55, about 12% of the bill, and it grows with every conversation, including the messages customers send. The table also leaves out the larger cost for most stores: Twilio sells API access, and its pricing page bills messages sent through its Messaging APIs. The screens to write a campaign, the trigger that sends a cart reminder, the inbox where your team answers and the order data from Shopify are what your developers build on top, or another tool provides.

What do you need before sending the first message?

Twilio's self sign-up guide lists the steps, read on November 6, 2026:

  1. An upgraded Twilio account, not a trial account.
  2. Admin access to a Meta Business Portfolio, or one you create during sign-up, and a Facebook login.
  3. A phone number not already registered with WhatsApp, able to receive an SMS or a call.
  4. Meta business verification before production, which the guide says "can take several weeks" depending on the region.
  5. An approved display name: if Meta rejects it, the number is limited to 250 business-initiated messages per 24 hours.

Every marketing and utility message also needs a template approved by Meta, and every customer needs to have opted in. Our guide to WhatsApp opt-in rules covers how to collect that consent.

Twilio or a Shopify app: what should a store choose?

Twilio fits a team with developers that wants WhatsApp inside its own product or CRM and is ready to build and maintain the flows. For a Shopify store that wants WhatsApp to sell, Kanal is built for that job and goes deepest on Shopify:

  • No per-message fee. Kanal is a monthly plan, and Meta's fees are passed through at cost, so the $0.005 Twilio adds to each message sent or received does not exist.
  • The flows are already built. Abandoned cart recovery, order notifications, back in stock alerts and campaigns start from your Shopify carts, orders and customers once the app is installed from the Shopify App Store.
  • Your team answers in one place. A chat widget on the store and a shared inbox come with every plan, and the AI agent comes with Scale.
  • More than WhatsApp. RCS and SMS are included from the Scale plan, from the same app.
Kanal planPrice per monthWhat it covers
Pro€891 user, chat widget and inbox, abandoned cart recovery, WhatsApp campaigns
Scale€1495 users, segments, unlimited and advanced automations, AI agent, integrations (Klaviyo, Gorgias, Recharge...)
Business€350Scale, plus flow setup and optimization by our experts

Source: Kanal pricing, read on November 6, 2026. Meta's fees per message come on top, at cost.

On the example store above, Meta's fees stay $394.50 whichever tool sends the messages; with Kanal, the $55 of Twilio fees is replaced by a fixed plan that already includes the campaigns, cart reminders and inbox. Our comparison of WhatsApp Business API providers puts Twilio next to 360dialog, Bird, Gupshup and the store-focused tools.

How do you estimate your own Twilio WhatsApp bill?

  1. List your messages by type: campaigns (marketing), order and shipping updates (utility), replies (service) and the messages customers send you.
  2. Split them by country with your Shopify orders report, since Meta's rate follows the recipient's country code.
  3. Apply Meta's rate for each category and country, from the rate card in your account's currency.
  4. Subtract 1,000 service messages per business phone number each month.
  5. Add $0.005 per message, inbound and outbound, plus $0.001 per failed message.
  6. Add the build: developer time for campaigns, triggers and an inbox, or the plan of the tool that provides them.
  7. Compare with a Shopify app, such as Kanal's plans, at the same Meta fees.

Frequently asked questions

How much does Twilio charge for WhatsApp messages?

Twilio's WhatsApp pricing page, read on November 6, 2026, lists a message handling fee of $0.005 per message, inbound or outbound, plus Meta's per-message fee, which Twilio passes through. Meta's fee depends on the message category and the recipient's country: on Meta's rate card effective October 1, 2026, a marketing message to the UK costs $0.0635, so the total with Twilio is $0.0685.

Does Twilio charge for incoming WhatsApp messages?

Yes. Twilio's $0.005 fee applies to inbound and outbound messages, while Meta does not charge for messages a customer sends to a business. A customer reply therefore costs $0.005 on Twilio, and your answer costs $0.005 plus Meta's service fee once the 1,000 free service messages of the month are used.

Is there a free tier for WhatsApp on Twilio?

Twilio offers a free trial with no credit card. On the Meta side, each business phone number gets 1,000 free service messages per month since October 1, 2026, with no roll-over. Twilio's own $0.005 per message still applies to those messages.

Can I send WhatsApp marketing messages to US customers with Twilio?

No. Meta's documentation states that WhatsApp does not currently deliver marketing template messages to US phone numbers, and Twilio's calculator marks the marketing template as not available for the United States. Utility, authentication and service messages still reach US numbers, at $0.0034 in Meta fees plus Twilio's $0.005.

What other fees does Twilio add for WhatsApp?

Twilio's pricing page lists a failed message processing fee of $0.001 for each message that ends in a Failed status, and an optional Messaging Engagement Suite (link shortening, click tracking and scheduling) at $0.015 per message after the first 1,000 of the month. WhatsApp Business Calling costs $0.005 per minute on Twilio plus Meta's connectivity fee.

Is Twilio or Kanal cheaper for a Shopify store?

Per message, Kanal adds nothing: its plans start at €89 a month and Meta's fees are passed through at cost, while Twilio adds $0.005 to every message sent or received. Twilio has no monthly plan, but it sells API access, so a Shopify store also pays for the campaigns, cart reminders and inbox its developers build. Kanal includes those in its plans.
